Looks like there were two Charles BOWERs in Williamsport, Charles F & Charles C. Pretty sure Charles F. is the one in this family but here is what was found about Charles C:
1930 (8 April) census for Williamsport: Charles BOWER, wife Anna (implied marriage year 1923), father-in-law George W. ENSWORTH/EISIVERTH/EISWERTH/EISWERT/EISWEITH/EISWIRTH, son Chas. Jr.
In 1940 this same Charles & Anna, listed as “Charles C. BOWER”, still in Williamsport.
There was a Charles Christ BOWER who registered for the WWI Draft, age 21 as of 5-JUN-1917. Gave his date of birth as 21-FEB-1896 in Collinsville, PA. Also registered for WWII giving same date & place of birth.
